Function 1 (incl. Expected results)
Under the functional direction of the DCA, with administrative contractual aspects managed by TCB, perform the following tasks, achieving such results as:
- Undertake flight operation and FCL Licensing inspections of aircraft registered in Cyprus and Air Operator Certificate and Aircraft Training Organizations holders.
- Planning and implementation of an annual system of inspection/audit/survey pertaining to issue and renewal of Air Operator Certificate and Aircraft Training Organisation.
- Inspection, reporting, and recommendations to the DCA regarding the grant of continuation of the Air Operators Certificates and Aircraft Training Organisation issued by the DCA in accordance with the EASA regulations in place.
- Continuous surveillance of Cypriot registered aircrafts, as well as foreign aircrafts operating in Cyprus and report on incidents and occurrences.
- Conducting inspections relating to flight operations and Licensing and the operator training standards in conformity with the regulations in place.
- Inspection and surveillance duties with respect to General Aviation.
- Investigation of minor/major incidents relating to flight operations.
- Assessment and evaluation of technical documents of the industry for the purpose of approval.
- Provide on-the-job training to the designated personnel, as may be required.
- Submit progress and end of assignment reports.

Qualifications and Experience
Education
University degree in aviation-related field or equivalent qualifications.
Professional Experience
Essential
- Minimum 8 years’ experience in an air transport airline background.
- Extensive operational experience not less than 5,000 hours as pilot in command of air transport civil aircraft of MTOW greater than 30000Kg.
- Minimum 3 years’ working experience as a Flight Operations Inspector with an EU/EASA Member State Authority.
- Holder (or has held) an ATPL/CPL license with an endorsement on a type of aircraft such as Airbus 319/320/321 or Boeing 737 Classic/NG. Experience on Fokker 70/100 or a Helicopter type would be an advantage.
- Experience with ATOs oversight, training devices and aircraft flight simulators.
- Sound knowledge of related ICAO annexes, recommended practices and related documentation.
- Sound knowledge of related EASA policies, procedures, and practices.
Desirable
- Previous experience in an ICAO technical cooperation project.
- Certificate in ICAO’s Universal Safety Oversight Audit Programme, Continuous Monitoring Approach (USOAP CMA) Computer Based Training (CBT) course before taking up the assignment.
- Experience in the preparation and approval of flight training and checking programmes, and development of training plans for inspectors and managers in the field of flight operations.
